Dems’ tree-planting plan highlights agency’s mixed mission

House Democrats have proposed planting trees on tens of millions of acres of land to help head off climate change. On federal land, though, the goal raises a question: How many of those trees will one day be cut down?Reforestation on land overseen by the Forest Service isn’t strictly about planting new trees.
